Francy joined the Rotary Club of Chester in 2002, served as club president 2006-2007, 2011-2013 and Co-President 2018-2019. She served as Assistant Governor in 2015- 2018 and in 2021-2022. She is a Paul Harris Fellow, a Guy Gundaker Fellow, and a member of the Rotary International Bequest Society. On the Club level she was honored as Rotarian of the Year in 2003, 2008 and 2009. In 2019, she was recognized as Rotarian of the Year at the District level.

At the District level, Francy chaired the Literacy Committee, has served as the District Secretary, was part of the training team for PDG Kevin Katarynick and serves on the Gundaker Foundation as liaison between the Youth Exchange Committee and the District.

Francy holds a B.S. in Elementary Education from West Chester University, currently working part-time as an Instructional Interventionist for the Chester Community Charter School. She has served on various civic boards through the years, including the American Red Cross and the Salvation Army.

As an educator, Francy takes particular interest in projects addressing education and school aged children. For 21 years, she has participated in the Youth Exchange Program. In addition to administrative responsibilities, she has hosted many youth exchange students.

Together with her husband Dave, they run a third-generation mechanical contracting business, F. B. Cross & Son, Inc. Francy and Dave have a daughter, Melissa (partner Rolando), a son, David and a granddaughter, Hazel.

Francy loves the tranquility of the Chesapeake Bay, the water to swim and the beauty of the sunsets. It truly is her Happy Place. Another happy place is the kitchen, where you will find her baking cupcakes.

Francy’s intentions as governor are driven by her belief that the success of Rotary is tied to friendships among its members. Her father-in-law, Don Cross, was a Rotarian in Chester for 42 years and she saw the camaraderie that made Rotary so wonderful. While today’s greater demands on time, family, and work, plus our reliance on technology, have separated us, she believe we can reverse that trend. Her commitment is to make us a more cohesive group who enjoy doing service together. She encourages her fellow Rotarians to join in the fun and to enjoy a cupcake or two!
